Narrative description of the project

ATQ-F832-0908 The implementation of the Results Based Management (RBM) in a regional organization such as the WAEMU requires strengthening human and institutional capacities, and the establishment of processes and adapted tools. It is for these purposes that the WAEMU Commission commissioned the IDEA International Institute to strengthen the capacity of its executives in concepts and methods of the RBM, in order to facilitate (strategic and operational) planning, multi-year budgeting of programs, management and monitoring of the implementation of these programs. The specific objectives of the workshop series were to: (1) Provide participants with a methodological approach to operationalize the Results Based Management (RBM) in the WAEMU, (2) Provide a strategic planning process for the organization, (3) Conduct a risk mapping and prepare a mitigation plan, (4) Present the tools for operational planning and budgeting of programs and projects, (5) Prepare program budgets; (6) Enable participants to apply the methodology for operational planning and multi-year budgeting, and (7) Strengthen participants' knowledge of the projects management cycle (planning, implementation, control, monitoring and evaluation).

Main activities:

  • Development of the training program and preparation of the training materials;
  • Illustration, with examples, of best practices in implementing the RBM;
  • Introduction of the participants to the operational planning of public programs and projects, including the process of activity-based budgeting;
  • Support to the participants in defining a work program to strengthen the implementation of RBM in the WAEMU;
  • Introduction of the participants to the use of MS Project as an aid in project planning and the monitoring of project implementation;
  • Preparation of a global assessment report of the training and participants.

Main results:

  • One hundred and twenty (120) executives of the WAEMU Commission strengthened in Results Based Management (strategic and operational planning, budgeting, projects and programs management and monitoring).
