Narrative description of the project

BEN-1101-0003 As part of the public finance reform, the Ministry of Economy and Finance of Benin conducted a diagnosis of the state of public finances in 2009 using the PEFA (Public Expenditure and Financial Accountability) methodology. At the end of the year, the Ministry wanted to improve the mastery of this approach and generate a multi-year action plan for reforms to be implemented over the next 3 years. Thus, the Ministry commissioned the International IDEA Institute to train thirty of its executives on the PEFA methodology and to support them in developing an action plan of public finances based on the results of the PEFA report.
This project started with a training workshop on PEFA assessment methodology and its application to Benin. The second stage was about developing a methodology to implement an action plan of public finance reform to build upon the most recent PEFA assessment and correct major weaknesses identified. The third stage involved the participatory elaboration of the action plan of public finance reform involving all Departments of the Ministry of Economy and Finance as well as other major actors involved in public finance. Following a discussion and validation workshop, this plan was finalized and disseminated.

  • Development of a guide for developing a multi-year action plan for public finances reforms as part of the PEFA process;
  • Support to the development of an action plan for public finances reforms;
  • Organization of the validation workshop;
  • Finalization of the action plan for reform for public finances reforms.

Main results:

  • 30 executives of the Ministry of Economy and Finance of Benin trained on the PEFA methodology;
  • Guide for Developing a multi-year action plan for public finances reforms;
  • Action plan for public finances reforms developed and validated.
