Narrative description of the project

REG-SISCA-2010 The project aimed to build capacity in the sector of social protection in Central America, for the implementation of Results Based Management in the social protection systems. This goal was reached thanks to the adequacy of IDEA-EVAL, the tool for the diagnosis, and the formulation of an action plan to improve for monitoring and evaluation systems of public programs. After its adaption to the context of social protection programs in Central America, this tool was applied to three pilot projects in El Salvador (PATI Program), Honduras (Bono Program 10,000) and Panama (Red de Oportunidades Program).

 Main activities:

  • Preparation of a work plan;
  • Review of the existing concept paper for the design of a Monitoring and Evaluation system for policies and Results-based social protection programs;
  • Adequacy of the tool IDEA-EVAL to design the tool EME / Soc for the evaluation of monitoring and evaluation systems of social programs in Central America, in collaboration with colleagues from SISCA and the three pilot countries;
  • Writing a user manual for the implementation of the diagnostic tool;
  • Support to national consultants for the pilot implementation of the EME / Soc tool;
  • Animation of discussion and validation workshops.

Main results:

  • An EME / Soc tool for the diagnosis and the formulation of an action plan is developed;
  • Three diagnosis and three action plans for improving the monitoring and evaluation systems of social protection programs are realized.
