Frederic Martin is the Co-President of the Institute for Development in Economics and Administration (IDEA International) and IDEA network coordinator. He has 33 years of professional experience in 42 industrialized and developing countries. His work relates to supporting governments and the public sector in implementing Results-Based Management, in particular through strategic planning, budgeting for results, public finance reform, and results-based monitoring and evaluation. He taught 18 years at University Laval, Quebec where he was Professor and Chair, International development. He also served as a Board member of the International Development Evaluation Association (IDEAS) from 2008 to 2013. He is the author or co-author of around 115 publications and 55 presentations. He holds a Diploma from the École Supérieure de Commerce in Lyon, France, a M.Sc. in Economics from the University of Montreal, Canada, and a Ph.D. in Agricultural Economics from Michigan State University, USA.



Sylvain Larivière is the Co-President of the Institute for Development in Economics and Administration (IDEA International) and Director for the Francophone Africa Region. He cumulates 31 years of professional experience in 34 industrialized and developing countries. Over the last 20 years, his work relates to supporting governments and the public sector in implementing Results-Based Management, in particular through strategic planning, budgeting for results, public finance reform, investment project management, and results-based monitoring and evaluation. He previously occupied the position of Research Program Coordinator of the Chair in International Development of Laval University and taught at the same university for more than a decade. He spent many year in Africa as Head of Planning and M&E for a Canadian NGO, Field Director of the Food Security and Poverty Reduction Research Program in Burkina Faso (1991-1994) for Laval University, and has coordinated several Institutional partnerships with training centers. He is the author or co-author of 102 publications and 41 presentations. He holds a bachelor degree in Economics from the Université du Québec à Montréal (UQAM), Québec, Canada, a M.Sc. degree in Agricultural Economics from Université Laval, Québec, Canada, and a Ph.D. in Agricultural Economics and Business from University of Guelph, Ontario, Canada



Senior Economist

Ana Maria Fernandez is a senior economist and the IDEA network coordinator’s assistant of the Institute for Development in Economics and Administration (IDEA International) since 2011. She has 15 years of professional experience in 14 countries of America, Asia and, Europe. Before 2010 she taught at Universidad de los Andes; and worked for various public agencies in the government of Colombia in the areas of strategic planning, operational planning, programming and budgeting for results, public sector reforms, and results-based monitoring and evaluation at national and subnational level. From 2010 up to now, she has worked supporting governments and inter-governmental agencies in implementing results-based management, and M&E focused in building capacity to strengthen public sector management capacities. She has provided training and delivered Masters Certificates to civil servants under the University of Laval and IDEA International partnership; and she has participated in the analytical framework and design of several information systems. She is an economist and holds a Master’s degree (M.Sc.) in Economics from the Universidad de los Andes, Colombia; and she is co-author of 5 publications.


Technical Director 

Anselme Guézodjè is Technical Director and Senior Specialist in Public Programs Management at the Institute for Development in Economics and Administration (IDEA International). He cumulates over 15 years of professional experience in 26 countries in Africa, Asia, Europe, South America and the English Caribbean. His work relates to strengthening governments institutions and international organisations in implementing Results-based management in particular through strategic planning, projects and programs management, monitoring and evaluation, institutional development and public policy modeling. Prior to joining IDEA International, he worked among others as Regional Program Coordinator of a Local Governance Program for the German International Development Agency (GIZ) in Cameroon and as Regional Institutional Partnership Coordinator at the Central and West Africa Office of SOS Kinderdorf International. He also occupied the position of Program assistant at the Heinz Kuehn Foundation in Germany. He holds a B.A in Public Administration from the National School of Administration of Benin, a B.A in International Relationship from the National University of Benin and a Master’s degree in Development Management from the Ruhr-University of Bochum (Germany). He is also specialized in Training engineering.


Financial Administrator

Chantale Bouchard is Network Financial Administrator of the Institute for Development in Economics and Administration (IDEA International) since 2004. She has more than 33 years’ experience in accountability, finance, administration, human resources and ISO quality-systems sectors. She has management experience in many countries of the network as like Burkina Faso, Senegal, Democratic Republic of Congo, Kenya and Panama. Her experience as manager lead her to occupy decisional and strategical positions. She is appreciated for her participative management, rigor and open-mindedness. She started her career as a verification trainee for a chartered accounting firm in Canada before continuing as a financial department assistant for an Information Technology firm, an American property. She holds a diploma in Business Administration of University Laval, Canada and of the Collège d’Affaires de Chicoutimi, Canada.



Senior Expert in Public Financial Management

Christian Sissao is a macroeconomist specializing in Public Financial Management and the modernization of public administration. He has more than 20 years of experience in macroeconomic management, budget reform implementation and capacity-building in the areas of macroeconomic modeling, strategic and operational planning, public investment management, budget reform and information systems for public finance management in several countries in Africa. In the more specific area of budget reforms, he led several projects in program budgeting, mainly in Cameroon, Chad, Congo and Burkina Faso. He is currently working in Niger to support the Ministry of Finance in the operationalization of the new program- and results-based budgeting system. He holds a DEA in Macroeconomics from the University of Ouagadougou, a Diploma of Financial Services Administration from the ENAREF / Ouagadougou, and a Master’s degree in Modernization of Public Administration from the School of Advanced Studies in Administrative Sciences, Speyer, Germany.


Senior Economist  

Giovanna Donado is Senior Economist for the Institute for Development in Economics and Administration (IDEA International) since 2011. She has over fifteen years of professional experience in around 10 countries of America and Asia in the public and private sector. In the public sector of Panama, she has successfully worked as Economic and Financial Advisor of the General Comptroller of the Panama Republic, working closely in the analysis and economic and financial evaluation of major state projects. She was a member of the National Economic Council and the Commission of Industrial Promotion, of the Ministry of Commerce and Industry. In the private sector, she has extensive teaching experience in various areas of the economy, management for results and public finances in the most prestigious universities in Panama. Her areas of expertise in Managing for Results are strategic planning, results-based Budgeting, performance Audit and Public Finance Management. She has the ability to express herself, write and read in Spanish, Portuguese and English. She holds a M.Sc. in Applied Macroeconomics at the Pontificia Universidad Católica de Chile and a Master (M.Sc.) in Formulation and Project Management at the Universidad de Panama; and she has a Specialization in University Education from Interamericana University.


Database and Information System Management Senior Specialist, and Responsible for IDEA-Solutions

Jacques Lefevre joined IDEA International in 2007 as Computer Systems Manager. Since the past three years, Mr. Lefevre is leading the IDEA-Solutions ICT team in charge of designing, developing, delivering and supporting the Assessing for Results (A4R®), Budgeting for Results (B4R®), Monitoring for Results (M4R®), and Projects for Results (P4R®) tools. Jacques Lefevre has experience as IT consultant both for the public and private sector, with a focus on assessing ICT information systems; designing information system architecture and data warehouse for decision support tools for planning, budgeting, and monitoring and evaluation; developing and management of on-line training platforms; and training on the management and use of tailor-made information systems. He has over 25 years of professional experience in 18 countries. He holds a Master’s degree (M.Sc.) in Computer Science from the Institut d'Informatique des Facultés Universitaires Notre- Dame de la Paix in Namur (Belgium).


Economist, Public management specialist

Jimmy Bankamwabo is Public Management Specialist at the Institute for Development in Economics and Administration (IDEA International). He has ten years of professional experiences in African and American countries. Mr. Bankamwabo held positions at various universities and Institutes, Research Centers which makes him a teacher with a great experience. He acted as an expert and Chief of Mission in several terms in value chains analysis and results-based management. He developed a multidisciplinary approach as consultants working for international organization as like United National Development Program (UNDP) and International Fund for Agricultural Development (IFAD). He delivers the Master Certification jointly offered with University Laval (Canada) in Public Procurement Management. He undertakes the preparation of training material, training delivery and post-training reports. His main areas of experience in RBM are strategic and operational planning, monitoring and evaluation of policies, projects and programs development, public finance management, and public procurement management. He holds a Master’s Degree from the Faculty of Economic, Social and Political Sciences of the Catholic University of Leuven in Belgium and a Bachelor from the Faculty of Economics and Management of the University of Burundi. 


Results Based Management Specialist, and Head of representation office in Cape Verde

Miriam Monteiro is Responsable of the Representative Office in Cabo Verde of the Institute for development in Economics and Administration (IDEA International). She has over 10 years of professional experience in around 10 countries in Africa and America. Her area of specialization in Results-Based Management are public finance, planning and public program budgeting, public investment and, execution monitoring of programs and projects for development. She holds a complete license in Social Science from the State University of Rio de Janeiro, Rio de Janeiro (Brésil) and a Master Certification in Results-based Management for Public Programs (IDEA-Université Laval).


Public Finance Specialist

Mounir Dabbabi is Public Finance Specialist with extensive experience in strategic planning as for public finance management systems reforms and budget-program management implementation in developing countries. He has 30 years of professional experience in 20 developing countries. He was principal expert in numerous projects and technical assistance programs in Mauritania, Niger, CAR, DRC, Tchad, and Haiti. He formulated 5-year development cooperation strategy and the communication strategy for the cooperation strategy for the Union of the Comoros. He contributed to the implementation of the Zoning National Plan of Cameroon, and participated to the training of hundreds of Malian executives in Results-Based Management and budget-program management in Mali. Between 1998 and 2010, he positioned various training programs in at least 5 developing countries (Tchad, Burundi, CAR, DRC, Comoros) and trained executives in strategic planning, public finance, Medium Term Expenditure Framework (MTEF), PEFA, Table of Financial Operations of the State, Budget-Program management, Results-Based Management, mediation techniques, negotiation and conflicts management. Likewise, he is reforms and public finance programs evaluator. He contributed to many evaluation missions in DRC, Burundi and Comoros. Also, he has a large experience in the implementation of programs of various donors such as DFID, EU, WB, ADB, UNDP, UNDESA. He holds a M.Sc.  in economics sciences with a specialization in public finances, and economics and social development from the University of Tunis, Tunisia. 


Senior specialist in household Survey, gender & economic analysis, and Impact evaluation

Rama Lionel Ngenzebuke is a consultant, currently working at Harvard University as a Post-doctoral research fellow. His main research interests are in the areas of Development Economics, Household Economics, Agricultural Economics, Gender Economics, as well as in impact evaluation of socio-economic policies & projects. He has been a consultant for various international and national organizations including the National Bureau of Economic Research (NBER), the World Bank, UNICEF, the World Food Program (WFP), TRANSTEC, UNU-WIDER, etc. His research and consultancy experiences both feature strong technical skills in impact evaluation of socio-economic policies/projects/programs, mainstreaming gender in economic analysis, and household surveys in sub-Saharan Africa. Mr Ngenzebuke holds a 4-year bachelor in Economics from the University of Bejaia (Algeria, 2007), an In-depth Master degree in Economic Analysis from the Université Libre de Bruxelles (ULB, 2011), a certificate of doctoral training in Quantitative Economics (ULB, 2012), as well as a PhD in Economics (ULB, 2017). Moreover, he has several certified trainings in development & poverty issues, impact evaluation and gender mainstreaming from worldwide renowned universities and institutes such as MIT, Harvard University, JPAL, Norway School of Economics, UN Women, and AERC.



Senior Expert in Public Finance and Public Accounting

Antoine A. U. Cakpo holds a Diploma of Executive Officers (A1), with a specialty in "Finance and Treasury" from the Centre for Administrative Training and Improvement (CE.F.A.P.) of Benin (which is equivalent to the National School of Administration, ENA); and a Masters in Law (Judicial Careers and Business Law) from the University of Benin. He has over 30 years of experience in public accounting and public finances management. He has held various positions of responsibility within the public administration of Benin, including positions as Budget Director, as Director of Treasury and Public Accounting, and as Technical Advisor in Finance. He also served for over 15 years as a Senior Accountant for WAEMU (a sub-regional organization for economic integration in West Africa) institutions. He currently acts as an international consultant, particularly within the WAEMU countries. His areas of expertise in Results-Based Management include: 1) Public Finance Management; 2) Public Accounting Management; 3) Control and Verification; 4) Accountability.


Economic Diversification and Inclusive Growth Senior Specialist

Professor at the Economics Department of the Université de Sherbrooke School of Management and a regular researcher member of the Research Group on International Development and Economics (GREDI) since 2004, Dorothée Boccanfuso is a specialist in the analysis of poverty and Inequalities, inclusive growth and impact analyzes of economic policies in developing countries, particularly in Africa and Canada. Dorothée has been a consultant for the International Development Research Center (IDRC), the World Bank, the International Monetary Fund, GIZ, the Inter-University Center on Risk, Economic Policies and Employment (CIRPÉE). As a consultant to IDEA International, Dorothée led the mandate for Modeling Public Policies, including Economic Diversification and Inclusive Growth in the Republic of Congo. She holds a doctorate in Economics from Université Laval.


Senior Expert in Results-Based Management And Evaluation Of Public Policies and Programs 

Mr. YEHOUENOU holds a Diploma in Statistical Economist, a Certificate of Aptitude for the Teaching of Secondary Education and a Master of Science in Mathematics from the National University of Benin. He has more than 19 years of experience. Economics Senior Specialist

Professor at the Department of Economics of the Université de Sherbrooke where he has been teaching for over 13 years. He was Director of the Research Group on International Development and Economics (GREDI) from 2005 to 2013 and since 2015 he is the Director of the 2nd and 3rd cycle programs in Economics. Prior to joining the Université de Sherbrooke, he was Team Leader of IDRC's MIMAP program in the Central and Western Africa Regional Office. He was also an associate researcher at CREFA at Université Laval for 7 years. He has been a consultant for the World Bank, IMF, OECD, Asian Development Bank, GTZ, UNICEF and several governments in Africa and Canada. His recent research focuses on modeling the social impact (poverty and income distribution) of economic reforms in developing countries. He is the author of about forty scientific publications on informal sector modeling, environment, public spending and poverty analysis. He is co-author of the book "Economic Policies of Development: Computable General Equilibrium Models", and author of several book chapters.


Senior Specialist in Evaluation of Public Policies

Matthieu Ouimet is Associate Professor in the Department of Political Science at Laval University (Quebec City, Canada). He is conducting research on health policy and systems; public administration and governance, among other areas of interest. The results of his research have been published in numerous scientific journals. He is a member of several associations and international networks of researchers.


Senior Social Policy Specialist

Shaffer holds a Ph.D. from the Institute of Development Studies, University of Sussex (United Kingdom).  He is a professor of International Development Studies at Trent University, Canada. Shaffer’s work has focused on various aspects of poverty in the Global South on which he has published widely. He has provided advisory services in around 20 countries in sub-Saharan Africa and Asia for a range of organisations including the African Development Bank, the Canadian International Development Agency, the Department for International Development of the United Kingdom, the International Development Research Center (Canada), the Organisation for Economic Co-operation and Development (OECD), the United Nations Development Programme (UNDP), the United Nations Department of Economic and Social Affairs (UNDESA) and the World Bank. In this capacity, he has conducted impact assessments, participated in training courses, developed poverty monitoring and assessment systems, drafted policy papers, MDG Progress Reports.


Project Management and Results-based Management Specialist

Sharissa Barrow is an Associate Member of the Institute for Development in Economics and Administration (IDEA International) and is the President of Dochas Consulting in Guyana. She possesses more than eight years’ project management experience, and six years’ experience working with community groups, governments and non-governmental organisations to integrate results-based management in their work in the disaster risk management, health, youth, community development, security, economic development, and local government sectors. She has managed multi-million dollar initiatives across 11 countries of the Caribbean, and has first-hand knowledge of donor policies and approaches. She has demonstrated international development, data analysis, and financial management experience, and is au fait with logic frameworks, performance management, and risk analysis.  She holds a BA in Mathematics and Economics and a MA in Economics from Rutgers University, as well as a MPM from the Universidad para la Cooperación Internacional. Her areas of expertise in programme management are results-based management, strategic analysis and planning, and results-based programme budgeting. She is Guyanese and a native English speaker.


Senior Specialist in Evaluation of Public Policies

Steve Jacob is a full professor in the Department of Political Science at Laval University (Québec City, Canada) and director of PerfEval, a research laboratory on public policy performance and evaluation. Trained as a political analyst and historian, Steve Jacob conducts research dealing with the mechanisms of performance management and evaluation: professionalization, institutionalization and capacity building (in Europe, Canada and Africa), ethics in evaluation and participatory approaches. The results of his research have been published in numerous journals including the International Research Group on Policy and Program Evaluation (INTEVAL). He is also the author and editor of seven books focusing on evaluation and experts’ involvement during the policy process. Steve Jacob has been an invited professor at several universities in Europe, Africa and North America.


Senior Development and Public Management Specialist

Victor Karunan is currently Senior Visiting Lecturer in the M.A. and Ph.D programmes in International Development Studies at Chulalongkorn University and in Human Rights, Democratization and Peace Studies at Mahidol University in Bangkok. He has over 35 years of professional experience in over 40 countries in both the industrialized and developing countries, with special focus on South and Southeast Asia and the Pacific. He worked 16 years with UNICEF, as Regional Advisor on Participation and Partnerships, Chief of Adolescent Development and Participation, Deputy Representative, and Senior Social Policy Specialist. He was the Regional Development Advisor for Save the Children-UK at the Regional Office for Southeast Asia and the Pacific in Bangkok. His work relates to supporting governments, United Nations agencies, international development organizations, NGOs and civil society and private/corporate sector in Human Rights programming, Results-based Management, Social Policy, Public Finance, Adolescent Participation and Development, Policy Advocacy, Participatory Research, Training and Capacity Development. He is a founding member of the Focal on the Global South – a policy research programme of the Chulalongkorn University Social Research Institute in Bangkok. He holds a M.A. in Sociology from Jawaharlal Nehru University in New Delhi and a PhD in the Social Sciences from the University of Nijmegen in the Netherlands. 



Promotion Assistant

Adeline supports the administration at the representative office in Burkina Faso. She holds a Masters Degree in Economics and Management from the University of Ouagadougou and a Master 2 in Management and International Business from the Jean Moulin 3 University of LYON.


Development Agent

Andrea Solano is Development Agent at IDEA International since 2016. She is involved in the preparation and quality-control of expressions of interest and proposals of the company, in the development of marketing and in the support in business development in the Hispanic, French and Anglophone regions. Andrea has experience in coordination, in education program management and in marketing. She holds a bachelor's degree in business administration from the Universidad Latina (Costa Rica) and a Masters in Business Administration (M.B.A. Management) from the Laval University (Quebec).


Regional Director

Honorat Zodjihoue holds a Higher Technician Diploma in computer maintenance and specializes in Information Systems and Electronic Document Management Systems (EDMS). He also holds a University Certificate jointly delivered by IDEA International and University Laval in Development Projects Management and Preparation for PMP® Certification. He has over 15 years experience in a dozen countries.


Accounting and Administrative Agent

Marianne Pellerin is an Accounting and Administrative Agent at IDEA International since January 2018. She has over 25 years of experience in the areas of accounting, administration, project management support and quality assurance. Marianne has developed her skills and abilities in sectors as diverse as engineering, food, manufacturing and consulting. As she is trilingual, she has translated various technical documents into English and Spanish. Prior to joining IDEA International, Marianne worked in information technology consulting firms, first as a project management assistant and then as an accounting technician in the accounting department. for more than 15 years. She holds a certificate of College Studies in Office Technology, a Bachelor of Arts in Hispanic Studies and a Certificate in Pedagogy from Laval University.


Promotion Assistant

Alida gives administrative support to the Representative Office based in Burkina Faso. She holds a Communication licence from the University Aube Nouvelle, Ouagadougou.
