Master Certification in Public Procurement, Burkina Faso

The 11th graduation completes the annual training program of Master Certification in Public Procurement Management. This programme is organized since 2010 in partnership with University Laval and ENAREF, in Ouagadougou, Burkina Faso. After two intensive sessions (Summer and Fall), 30 laureates successfully completed the training sessions and examinations of the four modules comprised in the Certification, Procedures of Public Procurement (Module I), Organisation and management of contracts (Module II), Monitoring and Evaluation of Public Procurement (Module III Option A) or Control and Audit of Public Procurement (Module III Option B). Since its initiation, the programme enabled to train over 400 officials and civil servants of public administration essentially from WAEMU (UEMOA in french) and Economic and Monetary Community of Central Africa (CEMAC) region. Upcoming training session will be dispensed in 2017 (http://idea-international.org/fileadmin/documents/formation/pdf/IDEA-Formations_2017-F2.pdf), taking into account the new tenders document of Burkina Faso. The position of African public procurement management for these capacity-building trainings always was led toward Results-Based Management approach. In a context of scarcity of resources, public procurement sector remains the main public expense. It most often represents nearly 15% of GDP of WAEMU countries and sometimes even more than 50% of total public expenses. On the other hand, several administrative procedures as well as tenders procedures formalism decelerate the public procurement optimization whereas most of the population needs in terms of equipment and infrastructures are filled through the public procurement.  


M&E System Project for the Security Sector, Guyana

From December 12th to 16th, Dr. Frederic Martin Ana Maria Fernandez and Sharissa Barrow conducted the scoping mission to “Design and Establish a Monitoring and Evaluation (M&E) System for the Security Sector” of the Co-operative Republic of Guyana. This project is funded by the Inter-American Development Bank and will be developed during a 3 month period. The scoping mission involved interviews with the key actors and a participatory assessment workshop following the Assessing for Results (A4R®) process supported by IDEA-Solutions® web-based software with 19 civil servants of the Ministry of Public Security, Guyana Police Force, Guyana Fire Service, Guyana Prison Service and the Ministry of Finance The objective of the workshop was three-fold:  i) to conduct a rapid and participatory assessment of the current status of the M&E system for the security sector and Budgetary Agencies; ii) to identify challenges in developing an integrated M&E system; and, iii) to propose elements of an action plan.


Start-Up of the Support Project for the Operation of the LOLF and Budget Reform in Niger

IDEA International was given the mandate to support the Public Sector Capacity-Building Project for Services Delivery (PCDS) and the national institutions in the operationalization of the Organic Law on Financial Laws (LOLF), in particular the implementation of the budgetary reform whose main orientations are described in the guidelines of the UEMOA. Funded by the World Bank, this reform project will be implemented over the next three (3) years. It was in this context that a mission visited Niamey from 14 to 19 November 2016 to proceed with the actual start-up of the project. An ambitious work plan has been validated by the parties committed to implementing it in order to achieve the government’s desired results. The resident Head of Mission, Mr Christian Sissao, Senior Public Finance Expert, took his post in Niamey and will remain there for the duration of the project. In the first months, the team will focus on raising awareness of the content, will prepare a reform plan for 2017-2021 and will develop a three-year plan to strengthen the capacity for public finance management.


Project Verification Agent, Santo Domingo, Dominican Republic

From October 10 to 14, Jacques Lefèvre, Information Systems Specialist and Ana María Fernández, Senior Economist, did the inception phase of the Consultancy for the Integrated Verification Agent of Promotion and Social Protection Project. The objective of this consultancy is to have an external technical opinion based on a review concurrently verifying compliance indicators based on agreed outcomes of the Progresando con Solidaridad (PROSOLI) program. During the mission, the experts of IDEA International revised the data bases or registers to determine the compliance of the established program. The mandate is included in the Strategy for poverty reduction of the Government of Dominican Republic. 


Silver Medal for CDEMA-IDEA Collaborative Project in Management for Development Results (MfDR) by CoPLAC

On September 8th, 2016, during the IX International Seminar of the Sub-National Governments Network held in Guadalajara (Jalisco, Mexico) the Community of Practices in Managing for Development Results in Latin America and the Caribbean (CoPLAC) conducted the awards ceremony for the nominees in the “Second Competition in Management for Development Results (MfDR)”. The CoPLAC received 94 proposals. Twelve (12) juries conducted an objective assessment to award ten (10) categories in MfDR. The collaborative project between the Caribbean Disaster Emergency Management Agency (CDEMA), Barbados and the Institute for Development in Economics and Administration (IDEA International), Canada obtained the silver medal in the “MfDR in Sectors” category. This project aimed among others to implement M4R® software for monitoring and evaluation of CDEMA programs and institutional capacity-building within the organization. The Executive Director of CDEMA, Ronald Jackson (second from left), and the Co-President of IDEA, Dr. Frederic Martin (first from left), expressed their gratitude for the recognition. 


Institutional Support to the Ministry of Mines in the Democratic Republic of Congo (DRC)

The World Bank Project for support to the Mining Sector (PROMINES) retained the services of IDEA International in the frame of the institutional reorganization of the Ministry of Mines in the DRC. The mandate that started in July 2016 and will be delivered over a five months period consists of identifying and developing the new flows of work and information in the context of the setting up of the new organizational structure of the Ministry. The first mission of this mandate has allowed collecting data and documentation on the current functioning of the Ministry and its perspectives of reorganization. The next missions will concentrate on the validation of the proposal of new work and information flows that will be followed by the training of the committee in charge of the monitoring of this reform. Ultimately, this technical support will enable the Ministry to improve its performance in terms of effectiveness, efficiency and quality in service delivery for a better management of the mining sector. The mandate is conducted by Anselme Guézodjè (Senior Specialist in Public Programs Management), Jacques Lefèvre (Senior Specialist in Information System), Kafui Kuwonu (Human Resources Expert), Michel Miron (Mining sector management Expert) and Junior Kana Kiwe (Economist)


Meeting between Nigerien Authorities and Regional Representative of IDEA International

In the context of a development mission in Niger, from July 18th to 22nd 2016, M. Honorat Zodjihoué, Regional Representative from IDEA International took part to a work session with M. Ahmat JIDOUD, Minister of the Ministry of Finance in charge of the Budget in Niger. They discussed the possibility of training for executives from the Ministry of Finance and other ministers to strengthen capacities in the implementation of Budget Reform.  M. JIDOUD also expressed a great interest regarding the decision support systems “IDEA-Solutions”. They agreed upon a demonstration session to show the applications functionalities of B4R® (budgeting for results), P4R® (Projects for Results) and M4R® (Monitoring for Results). During the mission, M. Zodjihoué also had the opportunity to meet with several officials from different ministries and a work session was organised with ENAM, Niger to discuss a possible collaboration to provide training session for executives of ministries & public institutions. M. Zodjihoué met with officials of the Ministry of National Defense to process a post training monitoring of learnings for participants who attended the Masters Certification in Results-Based Procurement jointly offered by IDEA International, University Laval and ENAREF. Following this meeting, it was agreed to organise training sessions for officers and sub-officers about Modern approaches of Results-Based Management in Niamey. 


International Seminar on Management for Development Results in Seoul, Korea

Frederic Martin participated in the international seminar on “Management for Development Results (MfDR): Inclusive Development” organized by the Korean Development Institute (KDI) and the three communities of practices in MfDR in Africa, Asia, Latin America and the Caribbean, with the support of the corresponding regional development banks (Asian Development Bank, African Development Bank and Inter-American Development Bank) in Seoul, July 4-8, 2016. This seminar brought together selected members of the three communities of practices to share their experiences. Frederic made a presentation on "A Practical Approach to Develop and Use a Results Framework at Sector Level for Inclusive Development". This presentation argued for a comprehensive Performance Measurement Framework (PMF) based on Sustainable Development Goals, but making sure that it is both useful and realistic in the context of each country and sector. The paper also presented seven (7) good practices to design and implement this PMF.


REDLACME, Santiago de Chile

IDEA International participated to the XI Meeting of the Latin America and the Caribbean Monitoring and Evaluation Network (REDLACME) about Strengthening of Monitoring and Evaluation Systems through Information Technologies from June 28th to 30th, in Santiago de Chile. Ana María Fernández participated in one of the workshops to present Capacity-Development in M&E according to IDEA’s approach and experience over the last 20 years. Moreover, IDEA International participated in the Market Place in M&E, which objectives were to sensitize and share best practices, and present training and capacity development opportunities in terms of M&E for the region.


Support to the Agence Universitaire de la Francophonie

The Agence Universitaire de la Francophonie commissioned IDEA International to support the introduction of the Results-based management (RBM) in the implementation of its programs and projects. In this context, a training about the Modern approaches of RBM implementation has been organized from May 23rd to May 27th, in Dakar, Senegal. This training was offered to executives involved in the area of projects management, monitoring and evaluation, administrative and financial management and to managers of digital campus of West Africa and Central Africa and the Great Lakes’ offices. Following this pilot training, many other training and technical support activities are envisaged. The training was conducted by Anselme Guézodjè, Senior Specialist in public programs management.
