A mission was conducted at the Department of Budget and Management (DBM) of the Philippines to help them elaborate a work plan for 2015 in terms of Monitoring and Evaluation activities for Performance Informed Budgeting.
This was the inception mission of a flagship project financed by UNICEF that will include a number of activities over the next 9 months, including the elaboration of an M&E policy, the formulation of an M&E Handbook, a meta-evaluation of program evaluations, advice in terms of Performance M&E Bureau (PMEB) organization, staff training and coaching, etc.

The M4R application has been developed by public sector and Results-Based Management experts of IDEA to adress the needs of high-level decision makers and professionals involved in monitoring and evaluation management of programs and development projects, in a very practical way. Conceptually, technically and technologically M4R articulates planning, programming and monitoring on strategic, program and project levels, using cutting edge innovation. It allows the monitoring of performance in terms of achieving the targets at all levels Measurement Framework Performance (CMP).

The IDEA International Institute (IDEA) and its partner the International Institute of Public Management (IIPM) have signed a partnership agreement with the University of Ouaga II (Burkina Faso) which will cover, among other areas, the implementation of joint initial and continuing training, the cooperation in the development of training programs and the cooperation in the engineering of university training programs.
The partnership agreement was signed on April 10th , 2015 in Ouagadougou by Prof. Stanislas Ouaro, President of the University of Ouaga II and Mr. Sylvain Larivière, Ph.D., Co-President of the IDEA International Institute and Director of the International Partnership with IIPM.
In the context of the next IDEAS (International Development Evaluation Association) Global Assembly to be held in Thailand in October this year, IDEA International Institute is preparing a paper on the topic of this edition: "Assessing Sustainable Development", one of the Millennium Development Goals to be proposed to the UN General Assembly this September.
IDEA Regional Office in Panama contributes to this paper with the experience in the education sector and its work with the Panamanian Government, through the Education Development Project (PRODE) funded by the Inter-American Development Bank and the public sector. This project succeeded in evaluating the methodology of the proposed educational model based on the Results-Based Management; in identifying risks in their implementation; and in strengthening teaching skills, in order to have a sustainable educational model.
