Master Certificate in Public Procurement Management

Friday, October 20th, in Ouagadougou (Burkina Faso), IDEA International organized the 16th graduation of the Master Certificate in Public Procurement Management. Result of the public private partnership made of IDEA International Institute, University Laval and ENAREF, these catalog-trainings once again were a success both for public administration and African private economic operators. The training was held under the supervision of subject matter specialists Jimmy Bankamwabo and Guira Seydou. Conferences and exchange of experiences on hot topics such as dematerialisation of the public order, promoting private entrepreneurship and PPP contracts enabled to illustrate concretely theoretic and practical modules. The graduation ceremony was conducted by the Office Director of the President of the Republic of Burkina Faso, M. Seydou Zagré. The next Master Certificate training session will be held on May 14th, 2018 in Ouagadougou.        


B4R®-Health and M4R®-Security functional in Guyana!

After intensive work over the last few months with the management and staff from the Ministry of Finance, the Ministry of Public Health, and the Ministry of Public Security, IDEA, including subject-matter specialists from IDEA International and IT specialists from IDEA-Solutions, have customized and operationalized the B4R® and M4R® business intelligence tools in Guyana. B4R® will allow the Ministry of Finance to conduct budget hearings with the Minister of Health, the Permanent Secretary of Health, and programme directors. They are based on budget scenarios articulating desired results and budget allocations through activity-based costing while considering anticipated budget resources. M4R® will allow the Minister of Public Security, the Permanent Secretary of Security, and programme directors to have a business intelligence software which provides analytical inputs for decision making and reporting, including dashboards, early warning systems, GIS, and report generation. IDEA International and IDEA-Solutions appreciate the efforts of the Government of the Cooperative Republic of Guyana in pursuing its reform agenda. New cycle for the Master Certificate in Development and Public Investment Project Management

Certification 1 - Project Design and Ex Ante Evaluation from the Master Certificate in Development and Public Investment Project Management cycle will start next Monday May 1st  ,2017. This Master Certificate of 201 hours of training fully online is provided by IDEA International Institute (Canada), in partnership with Laval University (Canada) and H. Lavity Stoutt Community College (British Virgin Islands). The training will last four weeks, from May 1 -26, 2017. This certification will be facilitated by Anselme Guézodjè (Senior Specialist in Program Management), Giovanna Donado, (Senior Economist) and Ana Fernandez (Senior Economist). Certification 2 and 3 will be delivered between July and September 2017.


The San José Municipality in Costa Rica is prepared to give a Results-Based Approach to its 2017-2020 Municipal Development Plan

On February 27, 2017, IDEA International began the Consultancy for the formulation of the "Municipal Development Plan 2017-2020” and the elaboration of the Results-Based Multiannual Budget in the city of San José, Costa Rica. This project, financed by the Inter-American Development Bank, aims to accompany the process of formulating the PDM of San José 2017-2020 under a Results-Based Management approach, in order to generate technical capacity within the Municipality and formulate, through a learning by doing process, a proposal to orient the PDM towards results, develop guidelines for the elaboration of a multi-year budget and a methodology for the monitoring and evaluation of the same. In this first mission in San José, Mr. Juan Abreu, representing IDEA International, spoke with key stakeholders of this consultancy, including the Mayor of the Municipality of San José, Johnny Araya, as well as IDB representative Gilberto Chona and the technical coordinator of the project Ligia Quezada to present and approve the work plan and lead an informational meeting with the representatives of the municipality involved in the process.


Support to CDEMA in the operationalization of the M4R - CDM Monitor - Barbados

(March 23, 2017) IDEA is currently supporting the Caribbean Disaster Emergency Management Agency (CDEMA)-Barbados- in the operationalization of the M4R - CDM Monitor. Currently IDEA is on mission conducting brainstorming sessions for the CDM Audit Tool and reporting templates with the Programme Managers and the Executive Director of the CDEMA Coordinating Unit. This support will be taking place for a period of 3 months and will provide updated reporting templates and the proposal to incorporate the CDM Audit Tool into the M4R - CDM Monitor framework.


IDEA International enhances its membership within the Community of Practice in Project Management in the province of Quebec (Canada)

On February 6, 2017, IDEA International participated in the annual meeting of the Registered Education Providers (REP) of the Project Management Institute (PMI) of the province of Quebec. REPs are institutions that provide training and technical advisory services in project management authorised by the PMI and recognized as institutions with high-level expertise in project management. The meeting enabled participants to share good practices and discuss about potentials for collaboration and actions to improve methods and tools for the management of projects and programs in the province of Quebec. The next annual meeting is scheduled for the first quarter of 2018 in Quebec City. The IDEA International Institute was represented by Anselme Guézodjè, Technical Director and Senior Specialist in Public Program Management.


8th Annual African Community of Practice (AfCoP) Assembly

IDEA-International had the honor of participating at the 8th Annual African Community of Practice (AfCoP) Assembly held in Dakar from February 20 to 22, 2017. Frédéric Martin presented the keynote address about the Implementation of the MfDR for Inclusive Development in Africa. This presentation argued about the employment of a management strategy focused on development performance and on sustainable improvements in country outcomes, focusing on the right issues, the right target groups in formulating policies, strategic plans, programs and projects.


Closure of the Masters Certificate in Development and Public Investment Project Management

Participants from the British Virgin Islands have successfully completed the three certifications of the Masters Certificate in Development and Public Investment Project Management. This Masters Certificate was delivered fully online through the IDEA Institute's distance learning platform (IDEA E-learning). The first module entitled « Project Design and Ex ante Evaluation » took place from November 16 to December 11, 2015. It was followed by the second certification entitled « Principles and Tools of Project Operational Management » that took place from May 16 to June 17, 2016. As for the third certification on « the elaboration of the integration project and Preparation to the PMP Examination of the Project Management Institute » it was delivered from October 17 to November 18,  2016. The three certifications were facilitated by Anselme Guézodjè ( Senior Specialist in Public Programs Management), Giovanna Donado (Specialist in Public Finance Management Sepcialist) and Sharissa Barrow (Project Management Specialist). We express our sincere congratulations to the participants for having successfully completed this training program.


International Certificate in Results-Based Management with a special focus on Budgeting for Results, Paraguay

 On January 20, 2017, after three months of activities, IDEA International and the Ministry of Finance finished the Diploma in Result’s based Management with special focus in Budgeting for Results. The closing of the event was attended by Mr. Oscar Lovera, General Director of Budget and Mr. Ramón Isidoro Ramírez, Deputy Minister of the Undersecretary of State for Financial Administration of the Ministry of Finance and Ana María Fernández representing the IDEA International Institute. In this event, 49 public officials of the Ministry of Finance and the Technical Secretariat of Planning of the Government of Paraguay were distinguished with their diploma of graduation, for successfully completing the training activities of the three modules designed by IDEA International for this measure made diploma: Module 1: Strategic Planning; Module 2 Results-Based Budgeting; Module 3 Monitoring and Evaluation. This project was funded by the Inter-American Development Bank (IDB) in the context of the implementation of the Technical Cooperation Agreement No. ATN / OC-13082-PR, whose general objective is to train the public servants of the Ministry of Finance and thereby lay the foundations for the implementation of a permanent course that promotes and consolidates the strengthening of conceptual, technical and methodological capacities of the main public planning and programming processes based on a Budget Approach by Results. This course is structured under a mixed-modality, thus an at-a-distance component using the IDEA e-Learning platform for the first 2 weeks of each module and an onsite component in Asunción, Paraguay for the third component.


Training of Project Management and Monitoring and Evaluation Officers of the Ministry of Finance of Benin

The Azalai Hotel of Cotonou hosted an event for the delivery of certificates to more than twenty project management and Monitoring and Evaluation officers of the Ministry of Finance of Benin who took part in the Masters Certificate in Monitoring and Evaluation and Information Systems. This ceremony that took place on the 16th of December 2016 marked the end of a series of two-week modules on: (1) Public Program Implementation and Results Monitoring;  2-) Management of Evaluations of Public Policies, Programs and Projects and 3-) Information Systems for Monitoring and Evaluation. The three modules were delivered from November 07 to December 16, 2016 and were facilitated by Anselme Guézodjè (Senior Specialist in Public Program Management), Juan Abreu (Senior Project Management Specialist) and Jacques Lefèvre (Senior Information System Specialist).
